Petrochemical environmental protection work clarifies two major principles

The 2014 National Petroleum and Chemical Industry Environmental Protection, Cleaner Production New Technology, New Products, and New Equipment Exchange Conference was held in Qingdao last week. Participants believed that the promotion of environmental protection, clean production, and energy conservation and consumption reduction in the petrochemical industry should be driven by scientific and technological innovation and strengthened exchanges of new technologies; with legal system construction and industry regulations and standards as constraints, gradually standardize the status quo of the industry and build an energy-saving and environmentally friendly Green production chain and supply chain.

Li Yongwu, president of the China Petrochemical Federation, said that technological innovation is the fundamental driving force for the transformation and upgrading of the industry and an important support for promoting energy conservation and emission reduction. "my country's industrialized technological innovation is in a hungry state, which also includes the field of energy conservation and environmental protection." Li Yongwu said. At present, the enterprise-oriented and market-oriented innovation system integrating production, education and research has not really formed. The technology trading market is underdeveloped, and information is not smooth, which causes the disconnection of technology supply and demand. There are still bottlenecks in the promotion and application of innovation results, which affects the innovation drive. The process of energy saving and environmental protection upgrade.

Li Yongwu also emphasized that the role of legal system construction in the field of environmental protection has been continuously enhanced. The new environmental protection law is about to be implemented, and government departments and industry associations are also formulating relevant indicators for air, water, and soil pollution emissions. In the future, the petrochemical industry will face more stringent legal and institutional constraints.

Yang Tiesheng, deputy director of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, believes that technological innovation is the core force to break through the constraints of energy and environment. It is necessary to strengthen the role of enterprises as the mainstay of technological innovation, and support leading enterprises to build energy-saving and environmentally-friendly innovation laboratories. The energy-saving and environmental protection technologies that are included in the demonstration and key support in the industry shall be classified and guided, and exchanges and popularization shall be strengthened.

Yang Tiesheng suggested that petrochemical companies should promote technological innovation according to the different stages of their own environmental protection technologies, and companies should focus on researching a batch of core industry technologies, strengthen technology demonstrations, and accelerate industrialization applications; technology transfer and cooperative promotion should be adopted. Speed up the transformation of scientific and technological achievements into productive forces in various forms; learn to use tax incentive policies well, so as to achieve the effect of two or two allocations.

Representatives of enterprises participating in the meeting said that the current environmental protection standards are changing from a comprehensive one to a more sophisticated one. A number of industry standards such as petroleum refining, fertilizer industry, and coal chemical industry are all being formulated. Therefore, in the future, most enterprises will carry out environmental protection upgrades to meet the requirements of environmental indicators.

According to reports, since the "Twelfth Five-Year Plan" period, the petrochemical industry has achieved significant results in energy conservation and emission reduction. In 2013, when the main business increased significantly by 57% compared to 2010, the energy consumption per 10,000 yuan of industrial added value fell by 5.5%, and nitrogen oxides, COD, and wastewater emissions fell by 5.8%, 1.4%, and 4.5%, respectively. However, there is still a big gap compared with the energy-saving and emission reduction targets of the "Twelfth Five-Year Plan".

A reporter from China Chemical Industry News saw at the exchange meeting that a number of new environmental protection technologies with independent intellectual property rights are emerging. For example, the lipophilic pollutant adsorption material developed by Jianmei Lu's team at Jiangsu University has an oil pollution adsorption time of only 4.5 seconds and an oil retention rate of 96%. There is no precedent for practical engineering applications in the world. In terms of pesticide wastewater treatment, the Design Engineering Company of Shenyang Research Institute of Chemical Industry has developed a technology to remove characteristic pollutants by means of resource recovery, with a COD removal rate of more than 75%, which can enable a variety of pesticide wastewater to meet national discharge standards.
